Dated demographic benchmarks

City of Fez: 1.183 million inhabitants, rounded figure published for the 2024 RGPH. Fez-Meknes region: 0.53% average annual population growth between 2014 and 2024.

This rate applies to the regional population, not to prices, rents, the neighbourhood or solvent demand. It must not be presented as a yield forecast.

Heritage residence or hospitality operation

An attractive courtyard does not resolve site access constraints or operational logistics. Separate the purchase decision, the feasibility of works, and operational viability.

The four documentary points of the file

  • Property perimeter, access, and legal status of occupied areas
  • Professional advice on planned works and usage within the exact boundaries
  • Structural assessment conducted by a qualified specialist
  • Site logistics: delivery, storage, waste removal, and work exclusions

For each line: source, date, received or pending, professional responsible for the review and next action. No document that has simply been received is deemed validated.

Conducting your investigation

  1. Before selecting: have the use, persons concerned, full budget and disqualifying criteria confirmed. Identify the municipality and address of each property. Regional data does not become a neighbourhood feature.
  2. During the investigation: attribute each document to a source, date and responsible party. Classify as received, to be examined or missing; a received document is not deemed validated. Have contradictions noted instead of silently replacing data.
  3. When recommending: present the preferred property, trade-offs and what would change the opinion. For each blocking point, indicate the expected professional, next action and agreed deadline. Retain the option to suspend.

Deliverable review grid

  • Exact perimeters: city, region, address and period of the figure remain distinguished.
  • Homogeneous comparison: same usage, same cost items and identified sources.
  • Visible reservations: no missing document is presented as obtained.
  • Reasoned recommendation: client criteria explain the choice and its limits.
  • Organised follow-up: each question has an addressee, an action and a deadline.

This grid helps to review a recommendation; ticking a box does not prove competence or the legal compliance of the file.

The documentary starting point

The medina of Fez has been on the UNESCO World Heritage list since 1981. This heritage landmark does not dispense with the need to define the buyer's requirement: it determines the sector, the usage and the type of property to be studied.

Advising from abroad

A client based in Paris may be familiar with pictures of a riad without appreciating the operational constraints. Distinguish between a private residence, renovation and tourist accommodation. Have the permitted usage and planned works specified before costing a project. Check access, handling, utilities, useful technical surveys and the feasibility of contractor intervention. The charm of a courtyard does not resolve an incomplete file.

The work of the local contact

Build a file where each surface, access point and structural element is tied to a document or observation. Retain quotes alongside their scope, exclusions and reservations. Heritage listing equals neither work authorization nor a guarantee of quality. Request the applicable rules for the property and its exact perimeter from the competent professional. Require a record of visible defects and specify areas not accessible during the visit. Conclusions regarding the structure must come from a qualified practitioner, including the limits of their inspection.

Your field mission

Fictional case study for a broker based outside Morocco.

A broker in Marseille receives an attractive video of a house presented as immediately convertible into a guesthouse. Title, structure and approvals have not been examined. The vendor is asking for a quick offer.

The expected deliverable

A note to "proceed subject to reservations" or "suspend", justified by missing documents, designated parties responsible for verification, and the ordering of viewings.

  • Confirm intended usage, total budget, and the client's timeline.
  • Identify the municipality, full address, and spatial scope of cited data.
  • Retain evidence, discrepancies, and outstanding required documents.
  • Assign each verification task to a specific stakeholder with a deadline.
  • Compare a conservative scenario against conditions for proceeding.
